When the Obama Administration announced the Making Home Affordable program in February, it estimated that the refinancing part of the program, known as HARP, could help as many as four million to five million homeowners with little or no equity (and even up to 5% underwater) refinance into less costly loans. So far it hasn’t exactly played out to expectations. Through July just 60,000 or so homeowners have landed a refi through HARP.
That makes it unlikely that HARP will come anywhere close to delivering on the administration’s goal by the time the program’s current authorization runs out in June 2010. (Its sister program, Home Affordable Modification Program, or HAMP, is authorized through 2012.)
While Treasury has the power to extend HARP past next year's deadline — which won't really help unless Treasury can also arm-twist lenders into doing these deals — a handful of other crisis-induced rule changes will need Congressional action to be extended beyond this year.
$8,000 First-Time Home Buyer Tax Credit. You must close on the new home by December 1, 2009 to qualify for the maximum $8,000 credit. There are indeed bills floating around to extend the credit into 2010 — and even raise it to $15,000 for all home buyers — but so far no action.
Required Minimum Distribution Waiver. Retirees caught a break in 2009: The rule that mandates taking an annual RMD starting by April 1 of the year after you turn 70 ½ was waived for 2009. (Is it just me or is that mouthful all the proof you need that our tax code is insanely obtuse?) This bone was offered so retirees who didn’t need the income would not be forced to liquidate battered 401(k)s and IRAs if they didn’t want to. (What really would have helped is if Congress had made the law effective for 2008, which is when retirees got totally whacked, as their 2008 RMD was based on their account value on December 31 2007 — before the bear market started. But I digress.) The current waiver expires at the end of ’09. A proposed house bill would extend the waiver through 2012; a Senate bill would keep the waiver through 2010.
Double-Rebalancing of 529 Allocations. Until the financial crisis and bear market took hold in 2008 no one really noticed an odd IRS quirk that says owners of 529 College Savings Plans can only rebalance their portfolios once a year. Then when all financial hell broke loose, and families that had rebalanced early in the year weren't allowed to do some shifting around later in the year. So for 2009 the rule was stretched to allow two switches. Yep, there’s a bill floating around that will extend the two-times-a-year rule past 2009.
But the odds that any of these bills will get much attention before year-end seems dicey. Health care debate/legislation seems to be sucking all the oxygen out of Congress.

McCains Advisors Switching Sides To Oboma
Wall Street Journal today rounds up the horde of prominent Republicans jumping ship to Barack Obama. Now one of John McCain's actual advisers has switched sides: Charles Fried, a professor at Harvard Law School, has long been one of the most important conservative thinkers in the United States. Under President Reagan, he served, with great distinction, as Solicitor General of the United States. Since then, he has been prominently associated with several Republican leaders and candidates, most recently John McCain, for whom he expressed his enthusiastic support in January.
This week, Fried announced that he has voted for Obama-Biden by absentee ballot. In his letter to Trevor Potter, the General Counsel to the McCain-Palin campaign, he asked that his name be removed from the several campaign-related committees on which he serves. In that letter, he said that chief among the reasons for his decision "is the choice of Sarah Palin at a time of deep national crisis."

Today on his show Rush Limbaugh is screaming and yelling General Colin Powell is a racist because he did not back John McCain. He will give no merit for the reasoning behind General Colin Powell's choice to back Barack Oboma because he can't see past his own bigotry. I don't here him calling the Chicago Tribune (republician news paper) a sack full of nasty names for backing Barack Oboma, yet he is impaled to verbally attack General Colin Powell. His pathetic behaviour today mirrors John McCains tacky campaign and pitiful choice for V.P. No wonder he acted so tackless on television today.

HERE IS THE REAL SCOOP ON JOE THE PLUMBER
AKA - A nobody McCain tried to make somebody
Thomas Joseph, the business manager of Local 50 of the United Association of Plumbers, Steamfitters and Service Mechanics, based in Toledo, said Thursday that Mr. Wurzelbacher had never held a plumber’s license, which is required in Toledo and several surrounding municipalities. He also never completed an apprenticeship and does not belong to the plumber’s union, which has endorsed Mr. Obama. On Thursday, he acknowledged that he does plumbing work even though he does not have a license.
Not only that, he calls himself Joe but his real name is Samuel. He also owes back taxes.

The Black Effect - Will the Polls Predict the Election Outcome?
History has given us a heads up!
With an black man running for president this year, there has been a lot of talk about the "Bradley effect," allowing the media to wail about institutional racism in America.
Named after Tom Bradley, who lost his election for California governor in 1982 despite a substantial lead in the polls, the Bradley effect says that black candidates will poll much stronger than the actual election results.
First of all, if true, this is the opposite of racism: It is fear of being accused of racism. For most Americans, there is nothing more terrifying than the prospect of being called a racist. it deems you down right deplorable

Average McCain voter: "I'm voting for McCain, but I swear it's just about the issues. It's not because Obama is black. If Barack Obama were a little more moderate -- hey, I'd vote for Colin Powell.
In addition to the social pressure to constantly prove you're not a racist, apparently there is massive social pressure to prove you're not a Republican. No one is lying about voting for McCain just to sound cool.
Reviewing the polls printed in The New York Times and The Washington Post in the last month of every presidential election since 1976, I found the polls were never wrong in a friendly way to Republicans. When the polls were wrong, which was often, they overestimated support for the Democrat, usually by about 6 to 10 points.
In 1976, Jimmy Carter narrowly beat Gerald Ford 50.1 percent to 48 percent. And yet, on Sept. 1, Carter led Ford by 15 points. Just weeks before the election, on Oct. 16, 1976, Carter led Ford in the Gallup Poll by 6 percentage points -- down from his 33-point Gallup Poll lead in August.
In 1988, George H.W. Bush beat Michael Dukakis by a whopping 53.4 percent to 45.6 percent. A New York Times/CBS News Poll on Oct. 5 had Bush leading the Greek homunculus by a statistically insignificant 2 points -- 45 percent to 43 percent. (For the kids out there: Before it became a clearinghouse for anti-Bush conspiracy theories, CBS News was considered a credible journalistic entity.)
A week later -- or one tank ride later, depending on who's telling the story -- on Oct. 13, Bush was leading Dukakis in The New York Times Poll by a mere 5 points.
Admittedly, a 3- to 6-point error is not as crazily wrong as the 6- to 15-point error in 1984. But it's striking that even small "margin of error" mistakes never seem to benefit Republicans.
So in 1992, the polls had Clinton 12 to 15 points ahead, but he won by only 5.3 points.
In 1996, Bill Clinton beat Bob Dole 49 percent to 40 percent. And yet on Oct. 22, 1996, The New York Times/CBS News Poll showed Clinton leading by a massive 22 points, 55 percent to 33 percent.
In 2000, which I seem to recall as being fairly close, the October polls accurately described the election as a virtual tie, with either Bush or Al Gore 1 or 2 points ahead in various polls. But in one of the latest polls to give either candidate a clear advantage,
The New York Times/CBS News Poll on Oct. 3, 2000, showed Gore winning by 45 percent to 39 percent.

Did McCain Raise His Hand Against a Lady in a Wheelchair?

The McClatchy News Service today has a mostly run-of-the-mill, if thoroughly sourced, piece about John McCain's legendary temper. There was, though, one anecdote I don't recall seeing before:
In 1992, McCain sparred with Dolores Alfond, the chairwoman of the National Alliance of Families for the Return of America's Missing Servicemen and Women, at a Senate hearing. McCain's prosecutor-like questioning of Alfond - available on YouTube - left her in tears.
Four years later, at her group's Washington conference, about 25 members went to a Senate office building, hoping to meet with McCain. As they stood in the hall, McCain and an aide walked by.
Six people present have written statements describing what they saw. According to the accounts, McCain waved his hand to shoo away Jeannette Jenkins, whose cousin was last seen in South Vietnam in 1970, causing her to hit a wall.
As McCain continued walking, Jane Duke Gaylor, the mother of another missing serviceman, approached the senator. Gaylor, in a wheelchair equipped with portable oxygen, stretched her arms toward McCain.
"McCain stopped, glared at her, raised his left arm ready to strike her, composed himself and pushed the wheelchair away from him," according to Eleanor Apodaca, the sister of an Air Force captain missing since 1967.
McCain's staff wouldn't respond to requests for comment about specific incidents.
A couple of contextual follow-ups: 1) POW/MIA families hate John McCain, for his (yes) inappropriate temper when berating them as part of his career-long drive to Get Vietnam Behind Us, and for what they see as his obstructionist role in getting federal documents on POW/MIA issues made public at long last. Some of the most scurrilous attacks on McCain–that he's some kind of Manchurian Candidate, made crazy and/or traitorous in his Hanoi cell–emanate from those who have made their cause (and living?) out of believing that we still have boys back there in the jungle. 2) Six written statements is a lot more than one.
As always, stories of McCain using curse-words at fellow senators generally make me like him more, not less, though occasionally those incidents, too, reflect times when he's being accurately called out on something, and knows it. But he also has a history of unleashing McNasty onto people with less power, who have the temerity to question their government in a way that might be perceived as doubting its (or his) Honor.
I will want to hear much more about those five other affidavits, though, before believing that a sitting U.S. senator would actually raise his arm against an oxygen-sucking geriatric in a wheelchair.

AMERICA WILL BE F***! IF JOHN MCCAIN WINS!
The republicans have shit and stepped back it. John McCain is the worst nominee for an American president ever. This man clearly has no clue nor does he care about the American people or their problems. He is self admitted on his short comings on the economy and he is completely out of touch the American middle class. John McCain has shown his willingness to do anything to become president of the United States shown with is poor choice for vice president Sara Palin. John McCain chose a person he had only met twice to be the leader of the free world should he parish. Twice! I wouldn’t leave the country and leave my dog with a person I only met twice and reviewed their resume, not to mention my children. Should this self absorbed idiot become president, the American’s would be left in the hands of a buffoon (Sara Palin has shown her self in count less interviews). This woman clearly is not a leader nor is she in knowledgeable enough on foreign affairs to lead the country. Sara Palen is governor of 6-10 thousand people. This is equilivent to a big city alderman section, her teenage daughter is pregnant and there are photo’s all over the net showing her daughter partaking in underage drinking. Sara Palen her self is holding a rifle in a bikini in a social setting advocating gun use in social atmosphere. Not to mention all the corruption investigations she is under in Alaska for her underhanded activity and abuse of authority. I would not let my child spend the night over her house because she is an example of an unfit mother and dishonest human being, but John McCain feels she is fit to lead. I don’t think so. John McCain needed a woman to get the female votes left by Hilary, but he didn’t have enough respect for the intelligence of American to women to think we would figure her out and women would be to frugal minded and desperate to see a woman as American leader that we would put all of America in danger. Sara Palin is not ready politically to lead or by example (poor mother and governor) she is no Hilary Clinton!!!! John McCain is simply an opportunist. He has shown himself to say or do what ever it takes to discredit his opponent instead of finding the needed answers to the Concerns of the American needs that is now starting to effect the world. He married for money by divorcing his first wife (whom raised his children alone while this self proclaimed maverick who got captured shortly after his departure) for personal gain and now he has put American’s in harms way with the possible leadership of Sara Palin. Lets face it she will never be his problem, she only comes into office she he be incompasated or expired. Why did he pick her? In my opinion, John McCain has Napoleon syndrome and has a need to trump his father and grandfather at all of our expense.

The photos are real and the hacker who tampered with her e-mail has been picked up for questioning in the news. Your photo attachment is a sad excuse for a cover-up for the stupidst move ever made by any presidential nominee. Sara Palin is a bad joke!!!! I’m here to tell you, Her lack of knowledge on America's key issues makes her look like boarder line stupid and it has back fired on John McCain’s sad ass republican campaign!!! Sara Palin is an embarrassing representation of American women in politics. She is no Hilary Clinton!
